Peter L. Bailey

Peter L. Bailey brings a wealth of experience and knowledge to the superintendent role, having served in a number of leadership positions in the field of Deaf Education over 30 years, including as a school administrator at The Learning Center for the Deaf in Massachusetts, Maryland School for the Deaf, Delaware School for the Deaf, Texas School for the Deaf, and in Connecticut's American School for the Deaf. Prior to joining TSD, he was the superintendent at the Pennsylvania School for the Deaf in Pennsylvania. 
 
Bailey has also worked for Communication Service for the Deaf in both Texas and South Dakota, where he was able to affect change in the social services sector. He was a former board member for the Conference of Educational Administrators of Schools and Programs for the Deaf (CEASD) and American Society for Deaf Children (ASDC).
 
Bailey holds a Bachelor of Science (BS) degree in Human Services and a Master of Science (MS) in Organizational Management and Leadership from Springfield College in Massachusetts.

Good morning! 
 
This message is related to my recent school-wide announcement about our staff interpreters' employment with TSD, which is currently set to conclude on December 31, 2023. This decision stems from the outsourcing of interpreting services at TSD, effective January 1, 2024, resulting in the elimination of our TSD interpreters' current job function within the organization. 
 
Recognizing the challenges associated with this transition, I am pleased to inform you that, upon the request of the TSD Governing Board, we have reconsidered and agreed to extend our staff interpreters' employment termination date from December 31, 2023 to August 31, 2024. This extension aligns with the end of the fiscal year, which typically happens from September 1 to August 31. This will give us more time to work with the Governing Board to explore best options for our students. This will also provide the staff interpreters with additional time to explore their best options. 
 
Thank you for your patience with this process. Look forward to making this a smooth transition going forward.

Special Message by our Chief Safety Officer, Mark Chadwick...
Good Morning TSD Community (Bcc’d),
 
On November 29, 2023, TSD Security received an after-hours notification of a potential threat to the campus made three weeks prior by an internal employee. School Administrators were immediately dispatched, law enforcement was notified, and separate investigations were initiated by TSD Human Resources and the Texas Department of Public Safety (DPS) Criminal Investigation Division.
 
The results of both investigations concluded that the threat could not be substantiated, and the determination was made that there was no credible risk to campus students or staff.
 
At this time, there are no active threats to the campus.

I am writing to inform you of a significant decision made by our school regarding our interpreting services. After careful consideration, we have decided to discontinue our in-house interpreting service by December 31, 2023 and to outsource this function to a specialized language service provider effective January 1, 2024. I would like to take this opportunity to explain the reasons behind this decision and outline the transition plan.
 
Over the years, our in-house interpreting service has played a crucial role in facilitating communication within our school. We greatly appreciate the dedication and hard work of our interpreters in ensuring that language barriers are overcome and effective communication is maintained. However, we believe that outsourcing this service is the best course of action for our school. By outsourcing, we can manage our interpreting costs more effectively and streamline our budget. This will enable us to allocate resources more efficiently across other critical areas of our school.
 
To facilitate a smooth transition, we will identify a reputable language service provider that aligns with our school's values and quality standards. We will also work closely with the selected provider to ensure that the transfer of responsibilities is seamless and transparent.
 
Here is a brief overview of the transition plan:
 
· Selection of Language Service Provider: We will identify a language service provider with whom we will be partnering and who is experienced in providing interpreting services in various settings.
 
· Training and Orientation: Our school will work closely with the selected provider to provide orientation and any necessary training. This will ensure that the transition is as seamless as possible.
 
· Transition Period: During the transition period, we will closely monitor the service to ensure that it meets our quality standards and requirements. Any adjustments or refinements needed will be addressed promptly.
 
· Feedback and Evaluation: We will maintain an open channel for feedback to continually assess the quality of the outsourced service and make improvements as necessary.
 
We understand that this transition may raise questions or concerns, but we are committed to addressing them. Our aim is to continue providing the best possible services to our school, and we believe that outsourcing our interpreting services will help us achieve this goal more effectively. Good afternoon, TSDers! Just wanted to share this special announcement that I just made for SOC staff yesterday morning. After a couple of months working with Julie (HR) on SOC issues and Bobbie Beth's recent retirement, I have made my decision to appoint an interim Director to lead SOC for the next few months. It's my pleasure to let you know that Jennifer Prigge will be our interim Director! She will be a member of ELT. Congratulations, Jennifer. More information to follow later.

Happy Friday! I wanted to share this brief message before you go home for the weekend. Some of you may or may not have heard that today is actually Claire Bugen's last day on the campus. Don't worry! We do have a plan for TSD to have a special day for her to come back and celebrate her retirement. The information will be sent out soon. Even though she is not on the campus, she will still work with me. Thank you.

Good morning! Wanted to share 2 things with you today and I will also be doing this periodically. First thing is about the current situation we are dealing with...flu or covid...it could be confusing for all of us on what we may or may not have. We are currently working with the Health Center to come up with the most recent protocol for those who may be affected. Please bear with us as we are now collecting all important facts before we can let you know our steps. 
 
Also, another thing is about the parking spaces. We've noticed or received complaints that staff are parking in the spaces they are not assigned to or supposed to be parking there. Please avoid parking in the "reserved" space, "assigned" space, or even the spaces where the cones are. The cones are there for a reason whether they could be for the construction project or dumpsters to be dumped or removed. Please do not move cones. Also, remember not to park in the areas where they may say 15 minutes but ended up parking there for 2 or 3 hours. We wanted to address this now because some things will change after September 1st where we probably will have to enforce the parking issues such as towing the vehicles if not abiding by the rules.
