Qualified TSD staff may have the opportunity to earn additional compensation through supplemental employment activities such as summer school positions, athletic coaching, academic tutoring, extracurricular sponsors, and short-term outreach programs.
GENERAL DESCRIPTION
The Employment and Compensation Specialist performs complex (senior-level) human resources work directing the employment and recruitment programs of the school. Responsibilities include: recommending and implementing activities related to the recruitment of qualified staff; administering the job posting process; overseeing the selection, interview, and hiring processes; managing applicant services; and ensuring compliance with state and federal laws and regulations related to employment. Works under limited supervision with moderate latitude for the use of initiative and independent judgment.
SPECIFIC RESPONSIBILITIES
Manages the review, interview, and selection of applicants for hire to include: reviewing interview questions, reviewing selection documentation submitted by supervisory staff, completing paperwork necessary for hire, calculating and recommending salaries, processing criminal history checks, coordinating fingerprinting of new employees, arranging for physicals or drug testing as needed for new employees, making job offers, and scheduling employees for New Employee Orientation
Administers the job posting process to include: preparing documentation necessary to post positions, obtaining appropriate approvals, maintaining job posting logs, and posting positions on the TSD website and other relevant sources
Communicates with applicants regarding their application and selection status and responds to related requests for information
Manages the processing of applications for employment to include: performing data entry, submitting necessary documentation related to the application process, and reviewing applications to ensure satisfaction of minimum qualifications required of the position
Oversees the recruitment of applicants and recommends and implements activities in support of the school recruitment program
Oversees job analyses to determine proper classification and the preparation of new and revised job descriptions; participates in the recommendation of changes to the State Classification Plan
Prepares or oversees the preparation and maintenance of human resources files, databases, reports, and correspondence related to employment including: Applicant Tracking, HR Core, Position Control, and Personnel Action databases
Initiates, reviews, and approves personnel actions and provides general support to supervisors regarding personnel action database
Assists in the planning, development, review, revision, and implementation of human resources policies and procedures
Conducts training on issues related to employment
May supervise the work of others
Performs additional duties as assigned

QUALIFICATIONS REQUIRED
High school diploma or equivalent
Graduation from an accredited four-year college or university with a degree in human resources management, business or public administration, communications, organizational development, or a related field. Related experience may be substituted for education on a year for year basis
Experience using Microsoft Office (Word, Excel, PowerPoint)
Experience providing customer service
Sign Language: The applicant does not need to have sign language skills at hire but will be required to participate in sign language classes offered at TSD until reaching a level of SURVIVAL as evaluated on the Signed Communication Proficiency Interview.
QUALIFICATIONS DESIRED
Proficient signed communications skills
Three years of experience administering or supporting the Employment function of a Texas State agency, state university, or school district
Professional in Human Resources or Senior Professional in Human Resources Certification issued by the Human Resources Certification Institute
Experience evaluating job classifications according to the State Classification Plan
Experience using Macintosh computers
Experience using Dreamweaver/Contribute
Experience using FileMaker Pro
Experience performing data entry
Experience working in a court administrative office or reviewing or assessing criminal history information
Experience developing and implementing a recruitment program for a diverse professional staff
Experience drafting memorandums, formal correspondence, and reports
Experience working in or supporting other HR functions—benefits, staff development, time and leave, or payroll
Experience evaluating certifications and licensing for professional positions
